General Comments
With comments that are applicable for more than one slide: post the comment on the first slide where the comment is applicable, and give the numbers of the slides that are also affected by the comment. For comments for the whole reference model, post them on the first slide (X1)
An example which IKON gives about elements they could have done better in the pre-phase is the Risk Assessment:
ReplyDeleteProject Manager (Mohamed Sangare): “We did do a kind of risk analysis, but not as thorough and methodologically as suggested by the model. We focused mainly on technical risks, on human resources and on sustainability. And even on the technical risks, we could have been better prepared for some little traps we fell into – especially regarding the VSat hardware supply (due to unforeseen problems with international airfreight, Geolink was not able to send the hardware according to planning) and the bandwidth offers (here, Intelec, the service provider in Mali informed IKON incorrectly about the pricing). On the other hand, in the Malian context where it is not common practice to formalize everything with third parties, we know that we have to deal with a certain level of uncertainty, and we are ‘used’ to take this as a given fact and thus to take it into account. To give a example: the informal relationship with Intelec may indeed have contributed to the problems which arose with the bandwidth pricing. On the other hand, and in return, Intelec did give us many favours which would not have happened if we had been ‘formal’ partners. When the pricing issue arose, Intelec did help us to renegotiate the official prices with Geolink, and in the end we did receive a significant discount.”

ReplyDeleteProject Manager IKON (Mohamed Sangare): Another remark about the Risk Assessment is that it is useful as a guideline, but IKON would recommend to provide some links to existing generic ‘Risk Analysis Tools’. Toure (programme mgr) and Sangare are aware that providing links to existing resources may be tricky, as these may become outdated over the years; on the other hand, they indicate that they sometimes miss pointers in the model to useful literature, books and methodologies used in/for ‘(risk) management’.

ReplyDeleteProject Manager IKON (Mohamed Sangare): A final remark about the pages dedicated to Risk Assessment is that the associated risks per domain (Health, Education, etc.) may be context-specific. In other words, there is some ‘generic truth’ in the supplied statistics, but it may be that the real risks differ quite significantly per country or even per region. This should be added.
