  1. I would rate the potential influence of ICT-development policies higher. In the case of Mali, IICD has supported the development of a so-called E-Health policy - which was validated on a national level during the first phase of the CBICT project. And though one would expect that the E-Health policy in general would facilitate processes in the concerned hospitals, in reality the concrete choices made by its implementers may endanger parts of the IKON project. For instance: the newly formed national E-Health Agency ANTIM wants to appoint specific ICT-officers, who will be responsible for all matters related to ICT and E-Health in the hospitals. If these persons do not coincide with the persons IKON is currently working with, conflicts may soon arise.
