General Comments
With comments that are applicable for more than one slide: post the comment on the first slide where the comment is applicable, and give the numbers of the slides that are also affected by the comment. For comments for the whole reference model, post them on the first slide (X1)
I would rate the potential influence of ICT-development policies higher. In the case of Mali, IICD has supported the development of a so-called E-Health policy - which was validated on a national level during the first phase of the CBICT project. And though one would expect that the E-Health policy in general would facilitate processes in the concerned hospitals, in reality the concrete choices made by its implementers may endanger parts of the IKON project. For instance: the newly formed national E-Health Agency ANTIM wants to appoint specific ICT-officers, who will be responsible for all matters related to ICT and E-Health in the hospitals. If these persons do not coincide with the persons IKON is currently working with, conflicts may soon arise.
