General Comments
With comments that are applicable for more than one slide: post the comment on the first slide where the comment is applicable, and give the numbers of the slides that are also affected by the comment. For comments for the whole reference model, post them on the first slide (X1)
Risk Governance - Technical Risks could/should also mention the what I would call 'highways solving traffic jams effect' - by providing an ICT solution for a specific information/communication problem, the solution may also enhance new user needs. E.g. more and better bandwidth usually attracts more users or generates more intensive use, resulting in a higher demand etc. In the case of the IKON project, installing Vsats in the hospitals of Gao and Timbuktu for telemedicine and tele-education purposes almost immediately led to a new situation whereby more personnel started demanding access for all kinds of reasons (personal communication/information purposes, administrative ease, learning etc.).
